Link Aadhaar number with bank account or lose LPG subsidy



PUNE: Oil companies have asked LPG connection holders to seed their Aadhaar card numbers to their respective bank accounts, failing which they stand to lose the subsidy amount.

To accelerate the process of enrolling LPG customers under Aadhaar, authorities have also planned to give Aadhaar card machines to oil companies. Accordingly, Bharat Petroleum Corporation Limited (BPCL) will get 5 machines and Hindustan Petroleum Corporation Limited (HPCL) will get 10.

A BPCL official said that LPG customers who have Aadhaar cards will now have to approach banks and get their Aadhaar card number seeded to their bank accounts so that subsidy on LPG cylinders can be refunded to their accounts. "The district administration has proposed additional Aadhaar enrollment centers exclusively for LPG customers. The Aadhaar machines given to BPCL distributors will only enroll customers in whose names the connections are and not their family members," he said.

The official said that no deadline has been set for connecting Aadhaar numbers to bank accounts in Pune, but customers have been asked to do so at the earliest as other cities have already got a deadline to complete the process. "About 60% Aadhaar enrollment has been done in Pune. It has to reach 80% or more after which a deadline for seeding of Aadhaar numbers to bank accounts will be announced for Pune," he said. Those who already have the Aadhaar card will have to get the numbers linked with their bank accounts. Approximately, 80,000 BPCL customers, out of a total of 12.4 lakh in the district, have linked their Aadhaar numbers to bank accounts.

An HPCL official said that though the oil companies have received no communication regarding deadline for seeding, it may soon be announced. "Customers will have to submit a photostated copy of their Aadhaar card, other details and DGCC booklet to respective distributors and will also have to give the Adhaar number to their banks," he said.

During a recent meeting that oil companies had with the district administration, it was decided to give 10 Aadhaar card machines to select HPCL distributors. He added that of the 9.9 lakh customers that HPCL has in Pune district, 1.5 lakh customers have already seeded their Aadhaar card number with their bank accounts.

The Direct Cash Transfer (DCT) scheme aims to directly put the subsidy into consumers' bank accounts. Once implemented, customers will have to purchase non-subsidized LPG cylinders at a uniform rate (currently Rs 950 per cylinder) while the subsidy component will be transferred to their bank account annually.

One in three indians will have Aadhar card by year end : Nilekani


Aadhar card or the card with a unique identification number will help people to avail government services in a hassle free manner.
The chairman of Unique Identification Authority of India (UIDAI), Nandan Nilekani says, half of India's population will have the Aadhaar card by 2014 and nearly one in three Indians by the end of this year.
Nilekani said in Washington that the ambitious project - which has issued unique identification numbers to more than 380 million people, will still take a few more years before every Indian resident is issued with this unique number and the card having the biometric information of the individual.
Delivering the Eighth Annual Richard H Sabot Lecture 'Technology to Leapfrog Development: The Aadhaar Experience' organised by Center for Global Development - a Washington-based think-tank, Nilekani said UIDAI has leveraged the state of the art technology of the present days to provide unique identification number to every resident of the country.
He said, Aadhar card enables one to get services quick and hassle free.

Get Aadhaar to obtain PAN card now

The Unique Identification (UID) Aadhaar number will soon be a "valid" proof of identity and address to obtain a PAN card. 

A proposal for inclusion of Aadhaar in the existing list of valid proof of identification and proof of address for allotment of PAN was sent to the finance ministry by the Unique Identification Authority of India  sometime back. 

The ministry has decided to notify rules in this regard. It is aimed at curbing the menace of fake or duplicate PAN cards which are allotted by I-T department to taxpayers. 

"Once Aadhaar is accepted as a valid proof for obtaining PAN, the I-T department would be able to weed out the menace of fake, forging or duplication of PAN cards. 

"The amalgamation of the databases is in full swing and the ministry would soon notify the rules in this regard," a senior finance ministry official said. 

The ministry, through the Income Tax department, has already incorporated more than 175,000 Aadhaar numbers in its database since it notified a new form 49A for getting PAN last year. 

It has been working for nearly three years on the plan of creating a biometric database of taxpayers which it will now achieve by incorporating the Aadhaar data which has been taken on similar lines. 

Till now, a variety of documents, like voter ID card, passport, driving licence and documents of owning or renting a property were used as a proof to obtain the Permanent Account Number (PAN). 

The ministry had last year brought out a new PAN application form-- 49A for use of Indian citizens, companies and entities incorporated in the country which allows a applicant to mention his or her Aadhaar number. 

The finance ministry, which had first mooted the proposal of generating and issuing biometric PAN in 2006, had kept the decision pending for sometime as it was felt that both the agencies (UIDAI and I-T) would be "duplicating the effort" to reach a common goal -- biometrics-based identity. 

In 2006, the ministry had proposed that the biometric PAN cards would have the I-T assesses' fingerprints (two from each hand) and the face. This will now be achieved by collating the Aadhaar database with that of the PAN. 

According to latest data (till December last), more than 16.49 crore (165 million) PAN cards have been issued in the country. 

The I-T department, in a number of cases, has unearthed a number of individuals possessing multiple PAN cards or forging the details to evade taxes and create 'benami' properties.
